Josep Albert Mestre Award for Research for the Improvement of the Quality of Education
First edition
Since its creation in 1997, the Confederation of Plastic Arts and Design Schools has promoted initiatives to improve educational practices. These include the holding of conferences, courses and seminars, and the Mestre Awards for Excellence in Plastic Arts and Design Education, which recognise each year the work of our students in their final project.
All these proposals have sought to meet the objectives of the Confederation of Schools of Plastic Arts and Design that want to promote the quality and improvement of education, as well as the development of the necessary skills in the knowledge society. For this reason, it values and supports pedagogical proposals and innovative materials that serve as a stimulus for teachers to respond to social needs.
With the aim of promoting research activities and the development of innovative studies and work among the teachers of our schools that contribute to the development of student learning, their preparation for their future social and professional integration and, in short, the reinforcement of the skills and attitudes required to participate fully and responsibly in the society and economy in which they are immersed, it is resolved as follows:
First
1.1. The Josep Albert Mestre Awards for Research for the Improvement of Educational Quality are announced for pedagogical work or experiences of teachers or teams of teachers of the bodies of Plastic Arts and Design who teach artistic education in its various modalities authorised by the educational administrations: Baccalaureate, in its modality of Arts, Professional Education in Plastic Arts and Design, and Higher Artistic Education, including the Master's Degree in Artistic Education.
1.2. A single prize of 2,000 euros will be awarded for the best work presented. The finalist projects will also be published and disseminated in digital and printed format.
Second
2.1. To be eligible for these Awards, participants must produce work that contributes to the improvement of the quality of education.
2.2. The preferred lines of research in this first edition are the following:
a. Technology and art and design education.
b. Art and design education in the universe of social networks.
c. Interdisciplinarity in art and design education.
Third
3.1. The works must be original. Works that have been awarded prizes prior to the date of this call, or that have received financial support for their production from institutions outside the field of education or that are an integral part of a doctoral thesis are not eligible for participation. If, in the period between the submission of the application and the date of the resolution of the call, any of the works submitted should be awarded a prize, the Confederation of Schools of Plastic Arts and Design must be informed and will proceed to withdraw it from the deliberation process.
3. 2. The documentation required to apply for these awards will consist of:
a. The application form available at the digital headquarters of the Confederación de Escuelas de Artes Plásticas y Diseño, duly signed by the applicant(s).
b. A summary of the work according to the format of Annex I in electronic format to be attached to the application following the instructions in section 4.
c. A report detailing the most relevant aspects of the experience, which must not exceed 50 pages, in electronic format, to be attached to the electronic application following the instructions in section 4.
d. Any other material that the author considers necessary to clarify the experience presented. In this case the format shall be as specified in Annex II.
e. Certification from the management of the centre, accrediting that the applicants provide their services as teaching staff at the centre, or have been assigned to it in this capacity during the duration of the experience. In the event that one of the authors of the educational work or experience is the director of the centre, the certification must be issued by the administrative authority to which he/she reports, which must also be attached as an electronic file.
3.3. In any case, the title page, front page or cover of the material submitted must include at least the title of the work or research and the indication "Premio Mestre a la Investigación para la Mejora de la Calidad Educativa. First edition".
3.4. If the works are written in a Spanish language other than Spanish, they must be accompanied by a translation into that language. If the selected or awarded works are written in a Spanish language other than Spanish, they will be published in both languages, both in digital and printed format.
3.5. The Confederation of Plastic Arts and Design Schools may request, at any time, the originals from which all the electronic files included in the application were generated, in order to check their validity and concordance.
3.6. The Confederación de Escuelas de Artes Plásticas y Diseño reserves the right to take legal action against those who modify or alter the original documents to generate the electronic files included in the application.
3.7. The submission of the application shall imply acceptance of these terms and conditions of the call for applications and the practice of notifications by the means referred to in section six.
Fourth
4.1. Eligible teachers wishing to apply for this call for applications must complete the application form which will be available on the website from 02 March 2020:

4.2. To fill in the online application form and attach all the required documentation in computer format, please proceed according to the indications detailed in the electronic location. A copy of the application form shall be sent by post to the following address:

4.3. If the documentation is submitted to a post office, it shall be submitted in an open envelope so that it can be dated and stamped before being certified.
Fifth
5.1. The deadline for submission of entries is 1 April 2020.
5.2. The procedure for the submission of entries will be made public from 28 February 2020 at http://www.escuelasdearte.es /mestre/2020premio.htm. The technical conditions for uploading the relevant files will be specified there.
Sixth
6.1. In accordance with the provisions of these rules, if the application does not meet the necessary requirements, the interested party will be requested to rectify the lack or enclose the necessary documents within a period of 10 days, indicating that if he/she fails to do so, he/she will be considered to have withdrawn his/her application.
6.2. Notifications resulting from the process will be made by electronic notification (article 40 of Royal Decree 1671/2009, of 6 November, which partially develops Law 11/2007, on electronic access of citizens to public services).
Seventh
7.1. The works received will be evaluated by a Selection Jury appointed by the Confederation of Plastic Arts and Design Schools. The selection jury will be made up of the following members:
President: The President of the Confederation of Plastic Arts and Design Schools, or the person he/she delegates. Members: Personalities of recognised prestige in the field of artistic education appointed on a parity basis by the Confederation of Schools of Plastic Arts and Design.
7.2. The Selection Jury may be enlarged, by decision of its President, with other members, as advisors or experts in educational matters.
7.3. The criteria to be considered for the evaluation of the works will be:
a. Innovative content and provision of new educational opportunities that enhance the quality of teaching and learning.
b. Impact of content and methodology on improving the outcomes of educational practice.
c. Contribution to the learning of cooperative work and to the acquisition and development of the basic competences established in the Spanish education system, taking as a reference those set by the European Union.
d. Global and interdisciplinary character, applicability, continuity and generalisability of the work.
e. Participation and involvement of students and other members of the educational community.
f. Development of basic competences through the application of information and communication technologies in the teaching-learning process.
7.4. Prizes may be declared void.
7.5. Prizes are subject to withholding tax.
Eighth
8.1. In accordance with Article 84 of Law 30/1992, of 26 November, on the Legal Regime of the Public Administrations and Common Administrative Procedure, once the procedure has been instructed and immediately before the drafting of the proposed resolution, the interested parties will be notified so that, within a period of fifteen days, they may allege and present the documents and justification that they deem relevant. However, the hearing may be dispensed with when no other facts or allegations and evidence other than those adduced by the interested parties appear in the procedure or are taken into account for the decision.
Ninth
9.1. Once the Awards have been proposed, on a competitive basis, by the Selection Jury, the CEA will contact the author or coordinator of each one of them so that they can present a signed declaration that the work presented has not been awarded or published before.
9.2. Selected works that are not awarded prizes may be withdrawn during the six months following the day of publication of the award of the prizes. At the end of this period, those that have not been withdrawn will be destroyed.
Tenth
10.1. The Confederación de Escuelas de Artes Plásticas y Diseño reserves the right to reproduce, publish and disseminate, exploit, distribute and publicly communicate (in any medium, including electronic media: CD, USB memory, pdf, e-Book, epub, online, etc) of the prize-winning works for consultation and/or online downloading of their content, worldwide, by all available means and channels and in any of the forms, media and modalities that technology allows, including but not limited to Internet-based platforms, PCs, PDAs, mobile phones and any other wireless devices.
In any case, the published copies will bear the indication "Josep Albert Mestre Awards for Research for the Improvement of Educational Quality". With regard to the works that are published, it will be understood that the authors waive the copyright of the first edition. For subsequent editions, the appropriate conditions will be agreed with the respective authors.
10.2. Participants who are awarded prizes will be obliged to write a report-summary of their work within two months of the publication of the award of the prizes, in accordance with the indications that will be established.
